Während der Messe (ausgenommen am letzten Messetag)

Eine Einfahrt ist behördlich nur bis 08.30 Uhr möglich und bewilligt.
Während der Messe ist für eine unbedingt notwendige Zubringung die Einfahrt in das Messegelände nur in der Zeit von 07.00 bis 08.30 Uhr bzw. 17.30 bis 18.00 Uhr bei Bezahlung einer Kaution in der Höhe von € 100,00 möglich.

Explanation:
If it's a section heading in a long list of instructions to exhibitors (which it seems to be) you can probably omit the "Regelung", since it is self-evident that the information in a section headed "vehicular access" is going to contain the "rules" that apply to such access - adding something to correspond to "Regelung" simply increases the bureaucratic feel of the whole thing.
