This appears on a statement of earnings for someone working for the Armed Forces. The context is a list of payments of various kinds. I'm guessing that Anpass. zuschl. could be Anpassungszuschlag, but am a bit stumped about the "neu fest" part. Here is the list, which is the only context I have. The amounts are in euros.
