This whole sentence is proving difficult to put into correct English, but I think the main problem I have is the choice of transaltion for if an insurance benefit is paid as a lump sum rather than a monthly pension then 'so ist dieser Kapitalbetrag mit demjenigen Rentenbetrag anzusetzen, der sich durch Verrentung dieses Kapitalbetrag ergibt'.

It could be that simple. Just remember there are several related terms in German. The text could have read festsetzen, festlegen, bestimmen, einstufen. From the overall context you need to get a feel, if ansetzen really carries a special meaning.
