But this passage is talking about the risible attempts by the German government to stimulate the economy and cut unemployment. And of course the improved depreciation allowances and write-off arrangements only applied basically to start-ups and to impairment losses on financial investments in any case. They actually *cut* the depreciation allowances that most companies can charge on a whole range of assets!
