"Einforstung" has its roots in the mid-1800s, at a time when the State de-privatized massive sections of forests, yet entitled citizens to receive a certain volume of timber each year (Einforstungsrecht). In a way, forests are common property, and the "Abgabe" of timber is the delivery/distribution to those who are entitled to receive it. This law is still in effect today.

There is a great section on it in this Wikipedia Article, and you can also go to the web site of the Österreichischen Bundesforste, where you find an article that deals with this.

Basically it's the distribution of common-property (public timber).
