Axel erschien an seinem ersten Tag in Anzug, Krawatte, und mit Aktenkoffer. Er war auch sonst ein etwas exzentrischer junger Mann.
My main concern is whether the author thinks that it was eccentric that Axel showed up in a suit and tie (in which case "auch sonst" would mean that he's eccentric in other ways) or if it was normal (in which case "auch sonst" would mean that he was otherwise eccentric).
They are typesetters and printers at a printing shop, and it's the 1960s. |

I would tend to use it with a verb, though as in "also otherwise engaged," etc., not with an adjective.
