In your first sentence, where you use "by", I would retranslate this "by" as "durch" and not as "von".
In the second sentence, it could be either "by" or "from", the sentence alone does not make

Simon Johnson: 9:26am Sep 27, 2006: Thanks Brigitte - I am quoting from the letter directly, hence "von" is what is used. In the second instance, the following clause throws no light on the first part. I think that I would tend to agree with 'from'.
