Alas, the ultimate customer is at least two stages removed, and the author of the paper (due day after tomorrow) farther removed than that. I'm very tempted by Knowledge Management, thanks to the Wikipedia article and suggest he submit it as a possible answer so that I can give credit to it if that appears to be the best answer.

I fully agree that the box, like the ones before it (which like it are compartments of a single box) part of a single box, refer to the document preparation, with KM erfasst being the last step (though coming after Freigegeben, which one would think was the last step). Does "Knowledge Management exist as an English term of art (in which case I can just leave the acronym as is) or is it one of the pseudo-english coinages with which today's German so abounds, in which case I would need to replace the acronym with something else.

Document control could be a part of a knowledge management system or a configuration management system. In my opinion, these boxes refer to the preparation of the document itself.

"KM" can also mean "Knowledge Management" (the English term is used in German) or "Konfigurationsmanagement". Perhaps one of these might fit here?

Perhaps, but were not talking about not just one machine, but a whole air traffic control communhication system on which there will be presumably many bidders for separate parts. Besides the box signed "KM erfasst" is already dated (at the time of the issueance of the document" indicating that the "KM erfassen" has already taken place.

Erst., gepr. and Freig. may refer to the specs sheet itself and KM erf. may refer to the machine described in the specs, which shall be entered into the IT system or simply a list in order to be able to be retrieved again once bids have come in...

It's the last in a series of steps starting with drafting and ending with issuance. Your question makes me wonder if it refers to some kind of entry into the IT system, though, since the previous step is :Freigabe".

Could it directly relate to the communication equipment and could K then stand for Kommunikation and KM for something like Kommunikationsmittel or -maschine?
