I'm baffled by this. Does it mean two lots of ten thousand annually or one lot of ten thousand biennially?

Asker: It just COULD make sense, if it means (one lot of) ten thousand reviewers annually and (one lot of) ten thousand applicants who submit funding proposals each year.
