my hunch would go in the same direction. How can someone who is so rich, has so much , go out of his way and be mean and not be forthcoming in helping or something to that effect.

Ok. Let me try. The customer is upset because the bank, that has a lot of money and assets, has resorted to contractual and legal, but not necessarily ethical, maneuvers to avoid paying the customer money that the customer feels he is owed. Perhaps something like - how could someone who owns so much resort to this kind of underhanded trickery / these kinds of tricks??

even, for reasons of confidentiality, you can't divulge more, can you at least indicate whether the person was complaining b/c the banker went out of his way not to satisfy the claim or wwas it rather that the banker went out of his way to be particularly unapproachable and forthcoming? I must say this idiom is not easily understood by itself..

Unfortunately, I cannot provide any context due to confidentiality reasons (otherwise I would have done so). All I can say is that it is a complaint letter written to a banker by an unhappy customer. I was hoping that this was just a simple colloquial idiom. If not, I will just have to figure it out myself...
