this example comes from an article about Obama's Middle East speech. Can anyone suggest what nicht etwa dazu means in this context?

I don't think the "etwa" can really be rendered effectively in English here. It essentially means something like "as one might suppose" or "for example".
e.g.
"As far as the Palestinians are concerned, the purpose of such abstract maximum demands [...] is *not (as one might suppose/for example) to* force Israel to the negotiating table. On the contrary: ..."
