Is this really a legal term in this context? I think a Vollzugshilfe is when you order someone else to enforce a law, you yourself can't enforce. Does anyone have a suggestion on how translate the word in this case? |

depending on what the merkblatt says you might call it a "guide to implementation" (of waste disposal policy) instead of "aid" |
