German term or phrase: als dass die Hütte des Fleisses und der Jugend verfasse
This is some advice that an architect gave to a prince.

Laufendmal eher alle ihre Anlagen verfallen zu lassen, als dass die hütte des Fleisses und der Jugend verfasse.

I'm having trouble with the latter part of the sentence. It's better to let all of your facilities fall into disrepair rather than... ?
It's "verfasse" in particular that stumps me, as it indicates (to me, at least) that "hut" is the subject of the second clause of the sentence.
