• Dreimonatliche Berichterstattung über die erbrachte Leistung GEGENÜBER der Projektleitung in Deutschland (1. Bericht: Januar-März, 2. Bericht: April-Juni, 3. Bericht: Juli-September, 4. Bericht: Oktober-Dezember) mit gleichzeitiger Rechnungsstellung. Die Berichte/Rechnungen müssen jeweils am 15. des Folgemonats beim Team in Deutschland vorliegen.

This is a task for a networking website country representative. I'm wondering if "gegenüber" means that the person should submit the report TO the project management or if the report should contain information on the services rendered WITH RESPECT TO the project management. I'm fairly certain it is the first option, but any hints would be appreciated.
