This appears in one of the cells of a Lohn- / Gehaldsabrechnung as "BL: SH".

The employer is located in Schleswig, so it seems "SH" is "Schleswig-Holstein". On that basis I assume BL refers to the Land, but I have not been able to find a translation of the abbreviation.
