Aufgrund einer neuen Zertifizierung der Weißmaßstäbe, die vom National Research Council Canada als hoheitliche Stelle durchgeführt wurde, hat sich die Ganz/Griesser - Skalierung der Weißmaßstäbe gegenüber den Weißmaßstäben, die vor 2005 ausgeliefert wurden, geändert.

I'd say, because the organization is responsible for certifying xyz

though hoheitlich is often translated as sovereign, national, IMO here thee term is being used more in the sense of *having jurisdiction*
