Die Kostenbilanz einer rein an der vorgegebenen Erhaltungsstrategie orientier-ten Budgetierung führt zu sehr großen Schwankungen in den Jahren des Be-trachtungszeitraums. Da solche Schwankungen des Finanzbedarfs für öffentli-che Haushalte nicht darstellbar sind, wurde für die Simulationen zu den Erhal-tungsszenarien eine Überlagerung der gewählten Strategie mit einem Investiti-ons- bzw. Finanzkorridor eingeführt. Dieser bedeutet, dass in jedem Jahr (pro Gebietseinheit) eine Mindestsumme investiert werden muss und eine Höchst-summe ausgegeben werden darf.
