Berlin müsse vor allem das strukturelle Defizit senken und mit weiteren Reformen des Sozialsystems eine dauerhafte Gesundung der Staatsfinanzen erreichen. Almunia sagte am Mittwoch in Brüssel, die Verschärfung des Verfahrens zeige, „dass niemand, auch nicht das größte Land, von den Regeln des Stabilitätspaktes ausgenommen ist”.

A press release for US audience. Dictionaries claim: "welfare system" which makes me wince since "welfare" has an entirely different connotation here in the US. "Social system" is something entirely different, so is "Social Security System".

I understand your reservations about "welfare system", but think it can be 'rescued' by prefixing "social".

An alternative for the US, which would also have the advantage of making it clear that a lot of different things are covered by the term, might be "social welfare programs".

Either way, I think the context makes clear that the term encompasses more than limited aid for people on he lowest incomes.

Explanation:
Perhaps I'm missing something, but I'm not actually clear why you reject "social security system" - I would have thought that was appropriate here, and certainly an approximate equivalent to the US "welfare system".
