Well, the American welfare system is rather a "war against poverty" (besides a failure), whereas the German Sozialsystem encompasses health insurance, the "Kindergeld", retirement, nursing care, student loans, etc., etc.

Explanation: Perhaps I'm missing something, but I'm not actually clear why you reject "social security system" - I would have thought that was appropriate here, and certainly an approximate equivalent to the US "welfare system".
