German to English translations [PRO]

German term or phrase: beantragte Fördermittel
This is from a document about Swiss policy on funding higher education. The figure legend in question says:
"Fördermittel zugunsten der Berufsbildung 2004–2007 und
beantragte Fördermittel 2008–2011, in Mio. CHF"

I've come across the term in grant applications, where I'd translate it as "Funding applied for".
However, I think in this context it is may mean the funding proposed by the government. Does that make any sense?
