This is the title of Hellmuth STRASSER and Hugo MICHITSCH that I’m translating as part of a table entitled “List of the members of the Austrian Delegation to the negotiations with the EEC (30 January–3 February 1967)”:

Ministerial High Commissioner?
Ministerial Senior Commissioner?
Something else?

I’ve found Hellmuth STRASSER described on the Internet as “Former Director-General and Head/President of the Danube Commission”, but nothing that goes back to 1967!

Any ideas? Thanks!
