This is the title of Hellmuth STRASSER and Hugo MICHITSCH that I’m translating as part of a table entitled “List of the members of the Austrian Delegation to the negotiations with the EEC (30 January–3 February 1967)”:
Please note that this title dates back to the 1960s (well before Austria became a member of the EU). I had already checked on the Internet before posting this question (including a specific Google "site:europa.eu" search) and there was nothing. Any other occurrences of the title used in English tended to keep the German version, occasionally attempting to define it in brackets. In the end, I put "Principal Assistant Secretary".
