Context is a critique of Ahmadinejad and how he's been running Iran:

Zu kritisieren ist dabei nicht nur das konfrontative Auftreten Ahmadinedschads auf internationaler Ebene, sondern vor allem der nicht nachhaltige und damit verantwortungslose Umgang mit Finanzressourcen, die Ahmadinedschad über Jahre hinweg zur Finanzierung seiner Sozialausgaben nutzte. Langfristig dürfte diese bewusste Gefährdung der fiskalpolitischen Stabilität des Landes großen Schaden zufügen – der kurzfristige Nutzen im Sinne von *Wahlgeschenken* an bestimmte Bevölkerungsgruppen erschien den Entscheidungsträgern in Teheran aber offenbar wichtiger.

several dictionaries have "pre-election promise" but in this case it's a matter of something that happens after the election...there must be a term for this in (American) English but I can't seem to find it.
