Am Nachmittag wurde im Forum das Thema "EU-Beihilfenrecht: Der Betrauungsakt nach dem Monti-Paket - ein bürokratisches Monstrum oder Erkenntnisquelle für die Unternehmensträger?" diskutiert. Auch zu diesen Themen fand ein angeregter Meinungsaustausch statt. Als besonders bedeutend stellten sich hierbei die Fragen nach einer zweckentsprechenden Ausgestaltung des Betrauungsaktes nach Monti und die Struktur von Investorauswahlprozessen für private Partner der Kommunen heraus.
