Querverbundsfinanzierungen mit einer analogen „Querverbundsförderung“ aus ressortübergreifenden Titeln sind aufgrund der Abwicklungskomplexität und des Problems, zeitlich kongruent Mittel nur in Anspruch nehmen zu dürfen, wenn mit der Maßgabe förderungsschädlich noch nicht begonnen wurde, relativ selten.

The sentence is above, in regard to getting funding from a federal state for public works carried out by a public/private partnership. I'm tempted to think Maßgabe should be Maßnahme, because I can't finish this sentence.
