Thanks Andres, I had found those sites, but none of them have any hits for MfV. However, I phoned the BMVBS this morning and a very helpful man explained the the abbreviation does indeed refer to the Ministerium fuer Verkehr, which used to be separate from that for Bau and Stadtentwicklung. He wasn't able to give me an exact date for the change, but confirmed that this would have been the case in 1993. I have it on Ellen's authority that the changeover date was 1998 (see below).

All the google hits that I've found for " 'MfV' 'Ministerium fuer Verkehrswesen'" so far have been links to the GDR institution of the same name and abbreviation.

They refer to it as both "MfW" and "MfV".
