This occurs in an academic paper about arguments for outsourcing IT services as opposed to keeping them in-house, particularly with regard to the public sector. Not much context unfortunately, since it occurs in a list of key terms:
"Die jurististich-legalistische Argumentation wird gegenüber einem wirtschaftlichen Umgang mit der Ressource Information diskutiert. Stichworte hierzu lauten Verfahrenshoheit, Föderalismusprinzip, Subsidiaritätsprinzip."

I'm thinking along the lines of "procedural authority" - does anyone have any better ideas?
