Thanks! My client said that Mitarbeiter and Bedienstete ist the same, so I opted for councillors and council employees. (I am not quite convinced though because as far as I know there is a difference between Mitarbeiter and Bedienstete regarding the type of employment contract they get...)

I would think this is to all about local government. I think it would be difficult to fit municipal in all these terms, but this is just my opinion.
