This term is used in a speech by the Bundesminister des Innern, Dr. Thomas de Maizière, at the celebrations of the anniversary of freedom and unity in Germany.

Explanation:
This is a literal translation to describe "a republic formed by the elected officials charged with administering the county government" or a "republic of district administrators/district chief executives".
I am afraid, it will be very hard to understand without the specific historical context and without further explanation.

In my understanding, the scenario for Thüringen at the time in which the term was coined was this:
In 1990, the German state Thüringen had 35 "little" rulers for several months. After the municipal elections in May 1990, the newly formed regional councils elected county commissioners while a formal state administration in the new German states could not be established until November of 1990. During this time of transition, the county
commissioners had a lot of power, as they were the sole representatives of the state.
