The meaning being referred to here is presumably :
Arrondierung, Zusammenlegung von Grundbesitz. Arrondierung kann auf privater Basis oder im Rahmen einer amtlich durchgeführten Flurbereinigung erfolgen

However, still doesn't make a lot of sense, as well as being difficult to put into English: "defence and combining of lands of the Empire.."
Anyone got a suggestion as to what the author means - Erklärungen auch auf deutsch willkommen
