This is someone's title. he's a minstrel/official town musician, but what else is he?

"Hausmann" was e.g. the profession of Bach's father.

If I remember correctly, a Hausmann was appointed by the town after an open competition. One of his duty was also to train young apprentices, who usually lived with the Hausmann's family.

Ratsmusik is what was played on official occasions organised by a town
council.
