German term or phrase: Overhead (a category of staff)
This document talks about the staff who work in the retail outlets, and then the "Overhead".
I don't know if this means head office staff, or perhaps temporary staff. It is from a Swiss document.

Not necessarily head office but, more generally, office/admin staff as opposed to the employees working in/at retail outlets (cf. overhead cost = Gemeinkosten).

overhead

Explanation:

agree  Bianca Marsden: I prefer this to the more precise references to office and admin staff because I would agree that overheads are more than 'people costs'.

agree  Mary O’Connor: I agree, overheads is a very general term that covers not only staff costs.
