I am translating a candidate interview report outlining the candidate's personality and am having difficulty translating 'Lenkungsanspruch' in the following phrase:

"Vermag den *Lenkungsanspruch* bei Widerstand nicht umzusetzen"

The sense of it is that he finds it difficult to cope with criticism and opposition from others.
