German term or phrase: stemmen
Ohne die gute und hervorragende Zusammenarbeit zwischen Industrie und Aerzte in der klinischen Forschung ist dieses gewaltige klinische Studienprogramm und der letzlich damit verbundene pharmakologische und therapeutische Fortschritt gar nicht zu stemmen", so Pfundner.

English translation:to manage
Explanation:
ist gar nicht zu stemmen = cannot be managed at all / is [will] not [be] manageable at all

(although the German wording is awkward in that it also links the "pharmakologische und therapeutische Fortschritt" to the verb "stemmen", which strikes me as slightly inappropriate)

"to complete/achieve" might also be an appropriate pairing (the clinical trial programme cannot be completed at all, and the intended progress cannot be achieved [would not be achievable] without...).

Make that "..., and the intended progress would not be achievable, ..." (comma added).
