I definitely see "abstiegs" + "gefährdeten," but I don't understand the meaning of the two together, at least not in the context I found it, which is below. How would you translate this word? Thanks in advance. Context:

"Gemessen an unseren Standards gleicht New York, auch da, wo die Wohnungen teuer und die Bewohner jung und ehrgeizig sind, immer noch einer abstiegsgefährdeten Metropole mit problematischer Infrastruktur. Die Schlaglöcher in den Hauptverkehrsadern sind teilweise so groß und tief, dass man als Fahrradfahrer fürchtet, darin zu verschwinden, Lebensmittelgeschäfte operieren unter hygienisch verheerenden Bedingungen, und die Hälfte der New Yorker Wohnhäuser würde in Deutschland vermutlich von der Bauaufsicht geschlossen."
