neutral  writeaway: heimat isn't just country-it can be narrowed to a tiny region/area. Inside Germany, Heimat means the area/city/town you were born in (afaik and imho).

  -> Yes, but read the question again, and I think you may agree this is what the writer is getting at - not exporting the investment, but keeping it in the country - not necessarily "under his mattress"!

This is just a simple synonym for patriotism, which is the first thing I thought of, but which may have conjure up negative associations for some people.

Explanation:
Just another option, as "Heimat" will be understood by many people who don't speak German and will (correctly, for this context) be associated with Germany. Otherwise my vote goes to Ian Winick's straightforward suggestion.
