German term or phrase: Anlass nehmen
Please correct anything I may have misunderstood. By the way, Tensid = surfactant.

Das vorliegende Gutachten nimmt die Zulassungs-Prüfung eines handelsüblichen biokompatiblen Tensids zur Bekämpfung von Mineralölbelastungen im marinen Bereich zum Anlass, um die diesbezüglich geltende Gesetzeslage in Deutschland vom ökotoxikologischen Standpunkt aus einer Prüfung zu unterziehen.

The present expert report nimmt zum Anlass [is issued on the occasion of??] the authorisation test of a commercially standard biocompatible surfactant to combat mineral oil contaminations in the marine area, in order to subject the legal position applicable in this regard in Germany to a test from an ecotoxicological perspective.

to use (or take) something as an opportunity to
Explanation:
I even went to the extent of looking this up in the Collins German Dictionary and there it is, large as life!
So the report is using the fact of the test as an opportunity to test out the existing legislation.
You will need to adjust the rest of your sentence accordingly

as an opportunity to submit the existing legislation to examination
