Divorce was decreed in March 2004.
I do not understand whether
a) this amount was transferred for 1 year retroactive to March 2003 or
b) this amount is to be tranferred for ever, and based on the huband's credit in March 2003.

I'm not with you regarding 'as relating to'. But,your answer includes the retroactive and the for ever.
I checked the previous discussion, but pertaining to + date sounds strange.
