Explanation: This has to be re-formulated to fit: i.e. xxx, which is based there/in X, otherwise "domiciled" is also possible according to LEO, but sounds odd to me (US).
I might even use "domestic" or "national", if suitable to the context or tone.

If, of course, the reference is to a small area, city, town, county, then I would also agree with "local", but the only reference given is the Ukraine, which I would choose not to define as local.
