neutral  Woodstock: To me local is a bit too limited in geographic scope, it seems to be referring the Ukraine in general. I added a suggestion below.

agree  Armorel Young: I think local is fine - you can talk about "local time" or "local currency" even when these terms refer to a whole country

based in

Explanation:
This has to be re-formulated to fit: i.e. xxx, which is based there/in X, otherwise "domiciled" is also possible according to LEO, but sounds odd to me (US).
I might even use "domestic" or "national", if suitable to the context or tone.

If, of course, the reference is to a small area, city, town, county, then I would also agree with "local", but the only reference given is the Ukraine, which I would choose not to define as local.

It seems I need to justify my interpretation of "local", if I may, as it is now after the fact. Hope this is allowed. Here it is, from Merriam-Webster Online:
Main Entry: 1lo·cal
Pronunciation: 'lO-k&l
Function: adjective
Etymology: Middle English localle, from Middle French local, from Late Latin localis, from Latin locus place -- more at STALL
1 : characterized by or relating to position in space : having a definite spatial form or location
2 a : of, relating to, or characteristic of a particular place : not general or widespread b : of, relating to, or applicable to part of a whole
3 a : primarily serving the needs of a particular limited district b of a public conveyance : making all the stops on a route
4 : involving or affecting only a restricted part of the organism : TOPICAL
5 : of or relating to telephone communication within a specified area
