Ich denke, es sind "brokers and exclusive agents" gemeint. Siehe auch den angegeben Link.

Tied agent


Explanation:
In the US, an insurance agent is classified according to their contractual relationships to the carriers (insurance companies) proving the cover. Some - just as in Germany - worked exclusively for particular carriers. As such, their role with this carrier can be called a tied agent. Without more context, it is not clear though...used to do a lot of work with US insurance carriers and intermediaries...deshalb...
