German term or phrase: zuständiger Träger
This term (see end of sentence below) appears in relation to the term "aushelfender Träger". So I don't think the translation of 'competent body' is accurate enough.

Wesentlich ist deshalb, dass konform zur Verordnung (EG) Nr. 883/04 auch in der Richtlinie sichergestellt wird, dass der Krankenversicherungsträger am Wohnort des Rentners die Kosten zu tragen hat, die für eine gezielt gesuchte Behandlung in einem dritten EU-Mitgliedstaat anfallen, wenn der Krankenversicherungsträger am Wohnort (sog. aushelfender Träger) eine pauschale Vergütung für die Betreuung des Rentners vom Krankenversicherungsträger des Versicherungsstaates (sog. zuständiger Träger) erhält.
