From a group life insurance policy. I suppose I need more than a translation of the phrase: can someone tell me what the heck it means?

Teilnahmeberechtigt sind Mitarbeiter nach einer Wartezeit von zumindest zwei vollen Dienstjahren auf den danach folgenden 01.01. des Folgejahres und das Höchstaufnahmealter lt. Abs. 2.3. noch nicht überschritten haben.

Explanation:
My suggestion for the entire sentence would be: "Employees no older than the maximum age for inclusion specified in Para. 2.3. shall be eligible to participate in the scheme with effect from the 1st of January of the year after that in which they complete the qualifying period of at least two years' service".

A little more long-winded than the German, I fear, but it is a little difficult to fit in the "year thereafter".

I think it's just redundant - inadvertant, I mean. So pick one or the other and translate accordingly.
