German term or phrase: in etw. begriffen sein
This comes from a report by a develeopment agency working in Liberia. It is part of a list of bullet points summarising the situation in the country where the government is doing its best but is severely hindered:

Neue Regierung außerhalb Monrovias im Aufbau begriffen, aber geringe Kapazität;

Does it mean that the gov't is involved in development work outside of the capital, or that the gov't is itself in development? Or am I completely off track here? Thanks for any clues!
