Der Ursprung des Internet liegt im ARPA-Net, das 1969 von der Advanced Research Projects Agency (ARPA) als militärisches Versuchsnetzwerk zwischen vier amerikanischen Militäreinrichtungen aufgebaut wurde. Ziel war es, die anfällige zentralistische Netzwerkarchitektur durch ein dezentrales System mit vielen unabhängigen Querverbindungen zu ersetzen, das die Daten auch bei Ausfall eines Knotenrechners oder einer Datenverbindung weiter transportiert, indem es selbständig einen anderen Weg durch das Netz sucht. Dadurch sollte nach einem ATOMSCHLAG ein Totalausfall des Netzwerkes verhindert werden.
