agree jccantrell: key if they are just qualities that the IT dept. should have like on-time delivery, core if they are capabilities that they should have, such as optimazation and maintenance of the existing program base.

agree Brandis: I have seen Kern being used in english as well as an equal term but " key" wouls be a better usage.. Core would rather refer to nuclear sciences or engines, but it may go as border usage.
