Explanation:
An industrial PC is a PC that is designed for use in an industrial environment, which relates primarily to aspects such robustness of the parts and housing, suitablity for rack mounting, noise immunity and noise emissions, etc.

A production computer is any sort of computer used in a manufacturing environment to directly implement or support manufacturing operations. Nowadays it may well have a PC architecture (which effectively means it can run MS DOS and/or Windows), but it doesn't necessarily have to, and it may lack certain standard aspects of a PC such as a display, keyboard, and/or mouse.
