This is a term from a request for bids in the field of IT services. I'm fairly confident that I know what it means, but am not sure if there is a precise English language equivalent. "Blocking period" or "block period" could quickly be interpreted differently than what is intended, and I'm fairly certain this doesn't have anything to do with "block time service agreements" or the like - but I am happy to be corrected by anyone more knowledgeable than I.

Here is the precise context (from the FAQs for the tender):
Sollen alle Leistungsscheine mit Blocklaufzeit abgeschlossen werden? Z.B. hat B_ einen Leistungsschein bis 2015. Wird somit kein neuer Leistungsschein für den Standort B_ abgeschlossen?

Bestehen Sie auf eine Blocklaufzeit. Dies bedeutet für Sie, dass Sie bei zukünftigen Verhandlungen in der Lage sind, Ihren kompletten Kartenbestand auf einmal zu kündigen und in einen neuen Vertrag zu überführen. Ohne eine solche Vereinbarung können Sie nur jede Karte einzeln nach der individuellen Restlaufzeit in den neuen Vertrag übernehmen. Mit der Vereinbarung einer Blocklaufzeit sinkt der Aufwand für einen Anbieterwechsel drastisch. Damit profitieren Sie zweifach: durch niedrigere eigene Kosten und günstigere Angebote bei der nächsten Ausschreibung.

That's how I undertstand the context. Agreemenmts being made for a fixed period of time.

fixed term => predetermined period of time.
If they can cancel / terminate all of their "customers" (Karten?) at the same time, then it means that all the contracts (Karten) have the same termination date.

Should all service certificates be issued in block form up to expiration.

For instance, 'block grants' are fairly common. In a fiscal federal form of government, a block grant is a large sum of money granted by the national government to a regional government with only general provisions as to the way it is to be spent.

So, the certificates are issued in block form for a variety of purposes.
