German term or phrase: Nutzer vs. Anwender
"Sicherheitsschwachstellen dürfen von Nutzern und Anwendern nicht ausgenutzt oder getestet werden."

What is the difference between "Nutzer" and "Anwender" here.

Is this just a careless redundancy?

The document is a list of regulations on IT security for storage and processing of sensitive information.

The gist of the sentence is that ordinary users shouldn't mess around to see what conseqences vulnerabilities to system security might have.

The next sentence makes an exception of Admin users: "Ausgenommen hiervon sind Administratoren, die zur Aufrechterhaltung der Netz- und Anwendungssicherheit die betreffenden Systeme regelmäßig auf Schwachstellen testen und prüfen."

I feel the problem is just a product of bad drafting, but I'm not quite certain.

Explanation:
Because they are making a difference here, this might be a reasonable accommodation. However, I would either request clarification from the customer or point this out in a note.
The users are the people using the application programs (i.e., MSWord, Excel) while the application developers are the ones writing the programs.

I have never seen Anwender used in this fashion, but your second sentence having Anwendungssicherheit let me to this conclusion.

As I say, worth a note to the client.
