Nutzer: Angehörige eines Anwenders (z. B. Mitarbeiter, Studierende)


Benutzer: Eine Person, die Anwendersoftware zur Erfüllung ihrer Aufgaben einsetzt, im Unterschied zum Anwender = einer Organisationseinheit.



Meaning: with "Nutzer" vs. "Anwender" a disctinction is made between the "user as an individual" and "organizational units (OU) using the application to accomplish tasks". However, if this is not explicitly defined somewhere in the text, it might just be a redundancy, and then you can safely use just "user" in my opinion.

I might agree if one of the words was foreign (Nutzer und Users, say) but both are German. I feel that there must be a difference unless the rest of the text shows that it was written by a non-native German speaker. Then all bets are off.

I think it's a careless redundancy, as you suggest.
