In a real estate purchase contract:
Die erste Rate ist von den Notaranderkonten zur Begleichung der Ankaufsverträge gemäss der Anweisungen des Vornotars auszuzahlen, wenn eine Bestätigung des die Ankaufsverträge abwickelnden Notars vorliegt.

Incidentally, the Ankaufsverträge are agreements preliminary to the performance of this main purchase contract. So is Vornotar the prior notary (e.g. who recorded the Ankaufsverträge) or something like a head notary, above all the others involved in this deal (there are references to at least three other kinds: verwahrende N., amtierende N., Urkundsn.) ?

There are other words with "Vor-" that mean "head" or "main" or the like. For instance Vorprüfer (head examiner).

It sounds like there is a main notary public and then an (associate) notary public who actually does the grunt work.

I would go with your suggestion, "vor" indicates the person who recorded the Ankaufvertrag.

vorpatent = prior patent (according to Eichborn)
applying the same logic, vornotor = prior notary.
