No, it's not counterglow. It has to do with shipping documents. The only translation that comes close is "counterbond" but that doesn't seem right here either.

agree  Volkmar Hirantner: It is a "carbon" copy of the delivery notice, signed by the consignee to confirm receipt of the goods. It is definitely not a bill of lading.
