"9 §" looks most peculiar to me, and leads one to read it as "nine section", which is meaningless - I see no reason for using this order rather than the usual "§ 9", which reads as "Section nine" and so at least makes sense.

Personally I think there is good reason to use the § symbol where it is used in the original document being referred to - as is the case with many legal instruments - but I would avoid introducing it to refer to documents in which it isn't used.
